DR. WILLIAM HABIB, AMBASSADOR, FORMER SECRETARY GENERAL OF THE LEBANESE MINISTRY OF FOREIGN AFFAIRS

Ambassador William Habib is a member of the Advisory Committee of Notre Dame University-Louaize’s (NDU) Lebanon Dialogue Initiative (LDI). He is a holder of a PhD in Political Sciences from the University of Aix-Marseille, France, a Post-Graduate degree in Political and Economic Studies (Aix-Marseille, France), a BA in Lebanese Law from the Saint Joseph University, Beirut, Lebanon, and a BA in French Law from the University of Lyon, France. He joined the Lebanese Foreign Service in 1972 and became Consul in Sao Paolo, Brazil, a year later. In 1978, he became General Consul in Rio de Janeiro, Brazil, and then General Consul in Marseille, France, a year after that. In 1984, he became the Permanent Representative of Lebanon to the UNESO in Paris a.i., and then in 1985, he was relocated to Freetown to be the Lebanese Ambassador to Sierra Leone. Three years later, he moved to Belgrade to serve as the Ambassador to Yugoslavia. His diplomatic work later took him to Amman, Jordan, in 1994, then to Vienna, Austria, where he held the position of Ambassador in 1999. In that year, he was also the non-resident Ambassador to Slovenia, Slovakia, and Croatia, and he served as the Permanent Representative of Lebanon to the International Atomic Energy Agency (IAEA), the United Nations Industrial Development Organization (UNIDO), and the United Nations Office (UNO). In the year 2000, he became Lebanon’s Ambassador to Greece and the non-resident Ambassador to Albania. Seven years later, he was chosen to be the Director of the Political and Consular Affairs in the Central Administration, and in 2008, he became the Secretary General a.i. of the Ministry of Foreign Affairs and Emigrants, a position that he held until his retirement in 2011. Dr. Habib has also headed several Lebanese Delegations to a number of international summits and conferences, namely the 9th Summit of the Non-Aligned Countries held in Belgrade in 1989, the Special NAM Ministerial Meeting on Interfaith Dialogue and Cooperation for Peace and Development held in Manila, Philippines, in 2010, and the Review of Lebanon at the Ninth Session of the Human Rights Council Working Group on the Universal Periodic Review held in Geneva in 2010. He was also a member of the Lebanese Delegation at the General Conference of the United Nations in New York in 1982, 1993, 2008, and 2010. On August 23rd, 2011, Ambassador William Habib reached the age of retirement from the Public Service. Throughout his career, he has received a great number of decorations in appreciation of his well-carried out diplomatic functions. He is fluent in Arabic, French, English, and Portuguese.
